The monitoring was based on an anonymous survey conducted in March 2004 among the people applying for visas in front of Polish consular facilities in Belarus, Ukraine and Russia, as well as on the interviews with employees of Polish consulates in these countries. The purpose of the monitoring was to assess the availability of visas and the arduousness of the process of applying for visas in the consulates. It was also checked whether the applicants for a visa are properly treated on all stages of procedure and whether there are no violations of human rights. The project was carried out in cooperation with NGOs from Belarus, Russia and Ukraine. Collegium Civitas was responsible for working out the methodology and analysis of the monitoring resultant data.
